Low Income Weatherization Program

The Low Income Weatherization Program administered by Three Rivers
Community Action, Inc. is funded by the Minnesota Department of
Commerce along with many of the areas utility companies. This
program runs year round to reduce eligible household's energy
costs and improve the comfort level of their homes. It is a
grant program, which means the eligible work is done at no cost
to the household.
Three Rivers can weatherize eligible low income homeowners or
renters in Goodhue, Rice and Wabasha counties. Due to funding
levels not all clients that qualify will receive Weatherization
in any given year. Three Rivers Community Action, Inc. prioritizes
by contacting households with elderly, handicapped, high consumers
and small children.
An energy auditor determines what improvements will be done,
licensed private contractors are hired to do the work, and then
an inspection is completed when the work is finished.
Improvements may include insulation and infiltration work,
furnace maintenance, venting of water heaters, heating and
exhaust systems, and installation of smoke detectors and
carbon monoxide detectors when needed. This work is done as
a one time improvement to the house.

The Weatherization Program is a year around program to reduce
heating costs primarily through insulation, and furnace maintenance.
Also problems such as eliminating humidity and ice dams in the home
are also addressed. The furnace or boiler and water heater are
checked to be sure that it is operating safely, smoke detectors
and carbon monoxide detectors are installed when needed. It is
not a yearly program; it is a one time improvement to the home.
Due to funding levels not all clients that qualify will receive
Weatherization in any given year. Clients are assigned a
priority number to determine which homes will receive Weatherization
in an effort to be as fair as possible to everyone that qualifies,
tries to WX homes that would receive the biggest energy benefits.
The priority guidelines are as follows:
- Priority 1 - Which means that someone in your home is elderly (60+)
or disabled and you have high heating costs. We plan to work on
your home within 3 to 6 months.
- Priority 2 - Which means that you have high heating costs. Due
to our funding levels we are unable to determine when we can
work on your home. We hope to be able to work on your home
within 12 months.
- Priority 3 - Which means that someone in your home is elderly
or disabled. We are unable to determine when we can work on
your home.
- Priority 4 - Which means you have children age 6 or younger
living in your home. We are unable to determine when we can work
on your home.
- Priority 5 - Which means that you are not a high priority at
this time. We can not guarantee when and if we will be able to
work on your home.
