Rehabilitation Loan Program

Three Rivers Community Action, Inc. administers the Rehabilitation
Loan Program, which is funded by the Minnesota Housing Finance Agency,
for Goodhue and Wabasha county homeowners.
Approved applicants can borrow up to $15,000.00 with an additional
$5,000.00, if needed for lead paint or accessibility improvements,
at zero percent interest. To be eligible, applicants have to meet
the current household income limits and guidelines:

Total household assets can not exceed $25,000.00 excluding
their house and two contiguous plotted lots of platted land
or 160 acres of un-platted land. To verify the assets of a
self-employed individual a net worth statement is required.
The statement would be for the purpose of obtaining financing
or prepared and signed by an impartial third party.
The loans are to be used for basic and necessary improvements
that make the home more livable, accessible and energy efficient.
Improvements would include electrical wiring, plumbing,
roofing, and heating; energy-saving improvements such as
insulation and storm windows; improvements to meet the unique
needs of disabled persons; improvements that will increase the
property's compliance with applicable housing codes.
The loan balance becomes due and payable upon sale of property
or after 30 years for houses, and for mobile homes the loan
balance is discharged after 15 years.
