5/9/17 - Weatherization Quality Control Inspector (QCI)

Job Summary: Inspect all weatherization jobs to ensure that the work was done in accordance with the Standard Work Specification and applicable codes and in a professional manner. Verify that all aspects of the Audit Event have been satisfactorily completed and the payment and reporting process may proceed. The QCI includes a complete file review, site visit (including a sensory inspection and diagnostic tests), a client education process, and a file closeout process. EOE/ADA

Essential Functions:

  • Performs assigned on-site quality control inspections. Inspection and analysis of building envelope, heating systems, and other aspects of building characteristics that may be considered for home energy, with an emphasis on energy conservation. Uses a wide variety of testing and diagnostic equipment for the purposes of identifying energy conservation and unsafe or hazardous conditions.
  • Works with contractors if call backs are needed and monitors workflow and production.                   
  • Responsible for adhering to Minnesota Department of Commerce Weatherization Manual program rules and guidelines. Assists with ensuring sub-contractors abide by policies and procedures specified in the Weatherization manual, funding source requirements, US Department of Energy protocol and State of Minnesota contracts.
  • Provide customer service, referral, service coordination, and follow-up to assist customers in participating in programs provided by Three Rivers Community Action, Inc. or other agencies.
  • Meet with weatherization staff to resolve customer complaints and problems when appropriate.
  • Attend Three Rivers meetings, training sessions, and other departmental functions as needed.

Qualifications:

  • High School Diploma or equivalent;
  • Post-secondary training in energy auditing or construction-related activities or work equivalent;
  • Current Quality Control Inspector Certification from the Building Performance Institute required;
  • Experience in residential energy auditing -- including M200 Weatherization Protocol, furnace testing and heating load calculations preferred;
  • Valid driver’s license and reliable transportation required;
  • Proficiency in Microsoft Office, including Excel; and
  • Must be able to lift 75 lbs and be able to crawl, climb, and move in confined spaces.

SUMMARY:

Three Rivers Community Action is a non-profit human services agency working to increase homeownership among the rapidly diversifying population in southern Minnesota. The agency is seeking to add an energetic professional to the team that is responsible for the implementation of the Achieve Homeownership program that focuses on increasing homeownership rates among diverse households in the region. The initiative covers all of southeastern Minnesota, with in-depth programming in several focus communities including the cities of Rochester, Faribault, Northfield, Owatonna, Austin, and Albert Lea. Duties include homebuyer education and counseling, community outreach, marketing, event coordination, public speaking, facilitation, direct assistance to diverse households, and data tracking. REQUIREMENTS:

  • Two years’ experience in lending, real estate, business, social work, sociology or related field
  • Demonstrated experience in making a difference in the community through community organizing, community service, outreach or other local involvement
  • Ability to work with the public, articulate ideas and work with diverse cultural and economic backgrounds
  • Experienced in providing direct services to individuals or families one-to-one or in a group setting, with an emphasis on problem solving and empowerment
  • Extensive organizational skills and an ability to handle multiple tasks
  • Self-motivated, confident individual with ability to work both independently and as part of a diverse team
  • Good communication skills, both verbal and written
  • Knowledge of lending, real estate, community development, housing or related field

  • Certified as a Homebuyer Educator through Neighborworks or Minnesota Homeownership Center (to be completed within 1 year of hire)
  • Experienced in Microsoft Office programs (Word, Excel, Power Point)
  • Experienced in CounselorMax software preferred
  • Fluency in either Spanish or an East African language preferred
  • Willingness to work flexible schedules outside of traditional business hours
  • Ability to travel within the region

Position Task List:

Homeownership Assistance (60%)

  • Provide direct services and/or coordinate with partners to provide home buyer support programming (financial literacy, financial counseling, pre-purchase counseling, homebuyer education, post-purchase programming) that is culturally sensitive to the diverse populations. Programming will be offered in Spanish, one or more African and Asian languages, using interpreters as needed.
  • Professional certifications are required to provide financial literacy, pre-purchase education (Home Stretch), individual pre-purchase counseling and post-purchase programming. Staff must complete certifications within one year of hire and maintain certifications by completing required continuing education requirements.
  • Work closely with lenders, real estate agents, service providers and partners to expand homeownership options and financing opportunities available to diverse households in each community.
  • Assist eligible households to qualify for housing programs and financing opportunities.
  • Track client contact in online database (CounselorMax) and produce reports as required by funding partners.
  • Collect success stories and best practices to share with clients and partners.

Coordinate Marketing and Outreach for Initiative (30%)

  • Provide extensive outreach and marketing to Hispanic, African, Asian and other diverse households within and surrounding the communities identified in the strategic plan.
  • Oversee the development and implementation of a comprehensive marketing/outreach plan for recruiting customers and investing partners for the homeownership programs. 
  • Ensure that effective marketing tools are being developed regularly and utilized consistently to draw attention to the programs and attract those least likely to participate.
  • Prepare and deliver presentations on affordable housing and emerging markets issues
  • Provide technical assistance and/or referrals as appropriate
  • Coordinate community working groups and advisory committees to gather input from local community leaders

Manage Achieve Homeownership Initiative (10%)

  • Develop, review, evaluate and revise strategic plan and budget for the Achieve Homeownership initiative, working closely with the Community Development Director.
  • Work with a variety of internal and external staff, community partners, and consultants to develop and implement activities involved in the comprehensive plan and accomplish emerging market homeownership goals.
  • Coordinate specific events that meet goals identified in the project plan.  Work with communities to find suitable venues, materials, etc. to draw attendees. 
  • Monitor progress and provide reporting updates and results to the Community Development Director and funding partners on a regular basis.
